International Journal of Wildland Fire Outstanding Associate Editor Award 2010

The International Journal of Wildland Fire relies on the skill and insights of its Associate Editors to help ensure the relevance and high technical quality of papers we publish. An Associate Editor oversees the efficientRobert Keane review of manuscripts in a discrete subject area and comments both on the scientific quality and novelty of papers to aid the Editors in Chief in their decisions. Associate Editors are critical to a high quality peer-review system.

The Journal is delighted to launch an annual award for an Outstanding Associate Editor. The first recipient, and the winner for the Outstanding Associate Editor for 2010, is Robert E. (‘Bob’) Keane.

Dr Keane is a research ecologist with the United States Forest Service, Rocky Mountain Research Station at the Missoula Fire Sciences Laboratory. He received his BSc degree in forest engineering from the University of Maine, his MSc degree in forest ecology from the University of Montana, and his PhD degree in forest ecology from the University of Idaho. He was project leader of the Fire Ecology and Fuels project from 2006 to 2008, lead scientist for the LANDFIRE prototype project, director of the Fire Modeling Institute from 1997 to 2010. His recent research covers: (1) developing ecological computer simulation models for the exploring landscape, fire and climate dynamics; (2) conducting field research on the sampling, describing, modelling and mapping of fuel characteristics; and (3) investigating the ecology and restoration of whitebark pine.

Bob has served as an Associate Editor for IJWF since 2005,and in that time has acted as an AE for over 40 papers. His efficient handling of papers benefits authors and his considered syntheses of reviewer comments, as well as his own comments and insights, are of great help to the Editors in making decisions on manuscripts and providing guidance to authors for improving their papers. On top of this, he has also acted as a reviewer and has authored a number of papers.

Congratulations Bob. The International Journal of Wildland Fire is a stronger forum for wildland fire research thanks to your contributions.

Glendale fire chief named to wildfire board

GLENDALE — The village’s fire chief has been appointed to the executive board of a non-profit group that helps manage wildfires throughout the country.davidmoore - Copy

Dave Moore, who also works with the Ohio Division of Forestry, USDI Fish and Wildlife Service and the USDA Forest Service, has been named treasurer of the International Association of Wildland Fire.

The IAWF is a non-profit organization made up of fire experts who work with communities to better understand and manage wildland fire.

“I look forward to serving on the IAWF executive committee, utilizing the experience I have gained working for the village of Glendale and other fire service agencies to ensure that the IAWF remains fiscally responsible and able to meet the needs of our IAWF members,” Moore said of his appointment.

“Wildfires are a threat in urban areas as well as rural,” he said, “and it is critical that all fire service agencies have the knowledge and resources available to combat wildfires as they happen in our communities.”

Moore also works with Springfield Township, the Hamilton County Park District and the U.S. Forest Service on wildfire issues.

Leadership Changes for the International Association of Wildland Fire

By unanimous decision, the International Association of Wildland Fire (IAWF) Board selected Dan W. Bailey of Stevensville, MT as President beginning January 1, 2012. Bailey has served on the Board for four years including two terms as the Treasurer. “This is an honor for me,” said Bailey, “and I’m excited about leading the Association into new partnerships and projects dealing with wildland fire, including research and community fire protection activities. The IAWF has an extraordinary international board of directors that represent one of the most diverse wildland fire professional groups of any organization. I am looking forward to working with our board, our membership from around the globe, and IAWF staff to further IAWF’s global leadership.”

Bailey is the Director of the Wildland Fire, Natural Resource, and Natural Hazard Programs for the International Code Council (ICC) in Washington, D.C.  ICC is a member-focused association dedicated to helping the building safety community and construction industry provide safe, sustainable and affordable construction through the development of codes and standards used in the design, building and compliance process. Most U.S. communities and many countries choose the International Codes.

Bailey retired from the USDA Forest Service in 2005, where he served as the National Program Manager for Wildland Urban Interface Fire and Firewise. Prior to his Washington DC assignment he was the Supervisory Forester, Fire and Aviation Staff Officer for the Lolo National Forest in Missoula, MT. With over 32 years experience in forestry and wildland fire, including 12 years as one of the Incident Commanders of a Type 1 National Incident Management Team that dealt with the most complex and dangerous wildland fires, Bailey brings a very unique and solid background to his Presidency of IAWF.

Bailey serves on numerous National and International Boards, Associations and Groups including the National Institute for the Elimination of Catastrophic Wildfire, the United Nations Food and Agriculture Organization’s Global Wildland Fire Alliance and the International Wildfire Disaster Advisory Committee, and the National Wildland Urban Interface Council. “The IAWF is intensifying efforts to deal with the escalating wildfire problems facing parts of most every continent through new partnerships, technology, research sharing, and education,” said Bailey.

The IAWF Presidency is a two year, voluntary position.

Bailey assumes the Presidency from Chuck Bushey who served as the IAWF President for 5 years. Bushey is owner of Montana Prescribed Fire Services, Inc. in Billings, MT and he will continue his IAWF work as the moderator of IAWF’s listserv “FireNet,” an online global wildland fire information exchange service and as the Incident Commander for IAWF’s upcoming Human Dimensions of Wildland Fire Conference scheduled for April in Seattle, WA.

IAWF Distinguished Service Award

The International Association of Wildland Fire (IAWF) is pleased to announce the establishment of the Distinguished Service Award which recognizes individuals, groups or organizations for their outstanding Bill Sommers DSC_0659acontributions to furthering the goals of the Association.

To commemorate the 20th anniversary of the International Journal of Wildland Fire, the Association proudly honors Dr. William T. Sommers of George Mason University as the first recipient of the Distinguished Service Award. Through his vision and leadership as the Forest Service Director of Forest Fire and Atmospheric Sciences Research, the International Journal of Wildland Fire was created.

Dr. Sommers spent 30 years in the research division of the U.S. Forest Service, serving as a director of national research programs.  In that capacity, his areas of responsibility included forest fires, global change, the carbon cycle, invasive species, quantitative ecology, ecological risk assessment, and sustainable forest management.  He was a member of the National Wildfire Coordinating Group (NWCG), the International Boreal Forest Research Organization (IBFRA) and the Roundtable on Sustainable Forests.  In addition, he was active in the White House science committees on Global Change and Ecological Systems.

Following his distinguished career in the U.S. Forest Service, Bill joined the staff at George Mason University, where he serves as a research professor and chief scientist at the College of Science Center for Climate and Society, and as the co-Director of the EastFIRE Laboratory.  Dr. Sommers is currently engaged in research on fire history and climate change as well as fire emissions of GHG and black carbon. 

Dr. Sommers’ academic training is in Atmospheric Science and Geophysical Fluid Dynamics with degrees from the City College of New York (CCNY), Massachusetts Institute of Technology (MIT), and State University of New York at Albany (SUNYA), with additional training at the MIT Sloan School of Management. 

Bill has served on the IAWF’s board of directors and as vice-president of the Association. He also represented IAWF as a member of the U.S. delegation to the XIIIth World Forestry Congress in Argentina. Bill continues to forward the Association’s goals through his research and education. 

Congratulations Dr. Sommers. The IAWF is grateful for all of your contributions to the Association and the field of wildland fire science.

International Journal of Wildland Fire Student Award (Sponsored by CSIRO)

The International Journal of Wildland Fire Student Award was presented to Joaquin Blanco at the AMS Symposium in Palm Springs, California. The award is sponsored byJoaquin Blanco CSIRO, publisher of the IJWF.

Mr. Blanco was pleased to receive this award and appreciated the opportunity to present his poster “A simplified model for the study of smoke plume dispersion from grassfires and a methodology for forecasts validation with satellite images” at the symposium.  This is also the basis of his thesis which he presented in September. ABSTRACT: The purpose of this work is to present the smoke plume dispersion model HIRHYLTAD (HIgh-Resolution HYbrid Lagrangian Trajectory and Atmospheric Dispersion), and a methodology for an objective validation of smoke plume forecasts, with high resolution imagery from AQUA and TERRA satellites.

Two meteorological models are used as input for HIRHYLTAD, the operational regional Eta/SMN model from the Argentine Servicio Meteorológico Nacional (SMN), and the Mesoscale Boundary Layer Model (MBLM), which was especially designed for the La Plata River region.

The smoke plume forecasts are performed with the HIRHYLTAD puff model, which is based on the Gaussian model. It first determines smoke lines using lagrangian trajectories, an then simulates dispersion and calculates concentrations. The model uses the Pasquill stability classes, the Pasquill-Gifford dispersion coefficients according to the stability class, and the Briggs scheme for buoyant plume rise. The advantage of HIRHYLTAD in comparison with other dispersion models widely used such as HYSPLIT, is that it requires minimum data, i.e. wind, temperature and cloudiness, and it reduces computational costs.

The methodology for this work involves adjustments of satellite images, digitization of smoke plumes, definition and selection of smoke events, determination of amount of smoke sources for each event, and definition of initial and final time of emission for each source. Different indices of simple and direct interpretation are employed for the validation: the Plume Overlay Area Error index (POAE), and the Plume Mean Orientation Error index (PMOE). The reason for including these two indices is that each measures a different characteristic of the smoke distribution.

Bio: Joaquin Esteban Blanco is 25 years old and obtained his Licenciado (equivalent to a Masters’) degree of Atmospheric Sciences, at the Faculty of Exact Sciences, at the University of Buenos Aires. He presented and defended his thesis last September, “A simplified model for the study of smoke plume dispersion from grassfires and a methodology for forecasts validation with satellite images”. At the AMS symposium he presented a summary of all this work.

For the last 3 years he has been working at the National Meteorological Service of Argentina (SMN) as a part of a team which is monitoring air quality in the city of Gualeguaychu and surrounding places after the installation of a paper pulp mill factory in the bordering city of Fray Bentos, Uruguay. He works under the direction of Dr. Guillermo Berri who is also his thesis advisor.

Joaquin’s research interests include numerical weather prediction, mesoscale modeling, weather forecasting, severe weather phenomena, and tropical meteorology.

IAWF Managers Award for Relevant Research

The IAWF is pleased to announce the winner of the IAWF Managers Award for Relevant Research, presented at the Ninth Symposium of Fire and Forest Meteorology in Palm Springs, California.  Sean Raffuse and his Sean Raffuse Photoentire team indicated that is it their sincere hope that the tools they are developing are useful to the fire management community.

BlueSky Playground:  Interactive Smoke Modeling on the Web

Abstract: As standards for particulate pollution continue to tighten, land managers that approve or conduct prescribed burns must manage smoke production carefully to minimize smoke impacts in sensitive areas.  BlueSky Playground is an interactive, web-based tool for exploring smoke emissions and resulting downwind smoke concentrations from wild and prescribed fires.  It connects to state-of-the-science models within the BlueSky Framework, providing access to powerful modeling tools in an easy-to-use interface.  BlueSky Playground is freely available and requires no login to access the core features.  BlueSky Playground has recently been expanded to provide more useful tools for prescribed burn planning and is part of the Wildland Fire Decision Support System Air Quality suite (WFDSS-AQ). 

Bio: Sean M. Raffuse,  Fire Sciences Program Coordinator,  Senior Air Quality Analyst

Sean conducts and coordinates STI’s research and development at the intersection between wildland fires and air quality.  He develops innovative tools and techniques for understanding how smoke impacts the environment and how those impacts can be reduced.  He applies his expertise in satellite remote sensing to advance the state-of-the-science and enjoys finding the connections between disparate lines of research.  Sean’s love of play drives him to seek out new ideas, challenges, and opportunities both personally and professionally.

Sean regularly presents STI’s cutting-edge work at conferences and is a member of the American Geophysical Union, the International Association of Wildland Fire, the Association of Fire Ecology, and the Air & Waste Management Association.  He earned his B.A. in Chemistry from Lewis and Clark College and his B.S. in Chemical Engineering and M.S. in Environmental Engineering from Washington University in St. Louis.
